Event : Throttle closed / High vacuum

Event : Throttle closed / High vacuum
I'm looking to run a draw thru much like I see on VW motors on dune buggy's
What I'm concerned with is the oil entering the intake issue as a result of the throttle being closed and the compressor spinning.
I know about the Carbon seal and am sure I can dig one up or have a turbo modified to accomodate one.
But I want more protection... this means lowering the vacuum or the ability to make vacuum.
Can this be done?
Would slowing the exhaust turbine work?
Would that create a form of compressor surge?
I was thinking of adding a second "HIGH" vacuum operated valve to open a second wastegate that would dump the exhaust to the atmosphere or dump it in opposition of the exhaust exiting the turbine... some odd plumbing I know.
Either that or a simple method like an exhaust brake flipped on by "HIGH" vacuum.
I don't know about either method being safe and sound... I only have general knowledge of turbo's and a fair bit more as far as carbs.
[EDIT]: I just read about a surge valve... by the discription it seems to be what I want yet I'm not sure if it's the same thing as a blow off valve which i don't want..[/Edit]
I appriciate the help
PLEASE HELP THE 3GEEZ TURBO FAQ
:D

Re: Event : Throttle closed / High vacuum (A20A1)
Would I be better of with just a very large wastegate?
I plan to run about 7 psi - 11 psi
And use water / alcohol injection
Will I end up with a very laggy turbo If I dump the exhaust everytime I shut the thottle and get high vacuum?
The carb will be a 390 cfm 4bbl
