Today, the question hanging over Iraq is whether its natural endowment will be used to help create a sustainable new state, or will instead be managed in ways that reward the cronies and allies of the country whose army toppled Mr. Hussein. Or perhaps both at the same time.

That basic question was yanked back to the fore recently when word emerged from Baghdad, in a report in The New York Times, that the Iraqi oil ministry was close to awarding contracts to service its oil fields to some of the largest Western oil companies. While relatively small, these contracts could serve as a foot in the door for much more lucrative licenses to explore widely for Iraqi oil.

Some 40 companies from around the world had jockeyed for the contracts, but they were being awarded without competitive bids, the report said. Those about to land the deals — Exxon Mobil, Shell, BP and Total — had held oil rights in Iraq before Mr. Hussein nationalized the fields and kicked them out more than three decades ago. They all came from countries that had either been stalwart allies of the Bush administration or — in the case of France, which is home to Total — had lately increased their support for the American-led campaign to isolate Iran.

So far Iraq has not signed anything with them yet. Apparently these first round of contracts are short-term contracts and the long term contracts will be available for 41 other companies to get.

The article has updated since I posted, and I'm not 100% on the intent of the new article.

I think they are saying that Iraq is possibly re-thinking their no bid contracts, because the companies mentioned earlier wanted shares in the oil?

Who cares what the Iraqi oil ministry conducts business with? Why should there not be some loyalty to companies from a country who (in theory) is appreciated for the service provided. Why should American oil companies not get a shot (the first shot) at Iraqi oil? There doesn't have to be any fair bidding in this process. Its the open market. Iraq can do what ever it wants. This is not the US government bidding process.

We have to have oil to survive. That's the bottom line. We should do what ever it takes to ensure that survivability.

Well I think that most of the complaints is that we have been elbow deep in Iraqi business since the creation of the government, and now that they are handing out no bid oil contracts we suddenly view them as a completely independent government capable of making all their own decisions. Just seems shady.

Why does it matter? In the end who cares who gets the contracts?

Seriously, you're insane.

If Iran gets even close Israel will destroy all of their facilities. They're already itching to do so and they're not close yet.

Are you kidding me? A further response is requested on your behalf of this outrageous statement...

Iran has made statements recently that have made not only the Middle East but the entire World uneasy, with "Ibrahiminijhad" (Sp?) in power and making absurd promises to destroy Isreal and western civilizations for their illegal occupations of Muslim lands, everyone is on edge. To hope for Iran to achieve nuclear "efficiency" (oh, we have nuc energy, lets make a bomb now... or vice versa) is upsetting to hear from anyone, I know this is a web forum, but wow some people are just uneducated and blind to how scary a situation this would be... You're entitled to your opinion. But I don't like your opinion.
