my hood has something similar to that. When I pull the hood relase, the cable gets stuck and does not return back to its normal position. It stays in the open position.For mine, it is the spring that resets the cable after you pull it to open the hood. It is kind of hard to explain, but if you are looking at the latch, you can see the spring. Use a scredriver and push the spring down. That will pull the cable back.
