The impact sensor is not installed properly or it is not adjusted properly or both.I have installed more then a few Audiovox/Prestige systems and on all of them the impact sensors have worked very well.
If installed and adjusted properly you should be able to kick a tire without anything happening, kick it real hard or hit the cars body or glass "softly" and the pre warn should trigger, crack a lug nut on a tire should trigger the alarm into full alarming mode or at the very least trigger pre warn, any "hard" hit on the car should trigger full alarming mode, you should not need to break the glass to trigger full alarming mode.
Adding another sensor, as opposed to replacing the shock sensor, is a good idea, the more layers the better, I would add a proximity sensor, even a tilt sensor, however they will also be ineffective if not installed and adjusted properly, and as mentioned by B18C_EJ8 any sensor you add to the same input must be diode isolated, [triggers] from each other.

You also need to find out exactly where and how the impact sensor is mounted.

Not just where, but how it is mounted and how it is adjusted.
