I've seen many racers and tuners that have a small filter on the valve cover instead of having the tube that goes to the air intake.I was wondering whats the purpose for doing that?

Doesn't do anything more than what you just mentioned. It allows people to run intakes without the VC breather hose. Some after market intakes do not have the fitting for a valve cover breather hose. Or if your running a Turbo you wouldn't usually want too many holes in the intake piping.

It does have a purpose, it allows you to maintain the proper fresh air intake for the PVC system. There are no mechanical Pros or cons the only real pro is that it gets rid of one more hose in the engine bay.
