ya that is like the rust on my accord i had, if u really want to do it, go to junk yard cut a decent size quarter panel out, if u have a friend that can weld GREAT, if not jt cut that off and align it best u can, and this is the most GHOTTO [freak]ED UP thing u can do but for no tool and knoeldge of welding, take couple screws and screw in ur new panel 1inch overlap ur old panel, assume all rust is out, then u bondo on the open area, and then primer -use the rust prove onethen u bondo till its even, and paint it
THIS IS GHETTO!!! i never done it but seen a friend done it, it looks good for ghetto job but if u get hit, that thing is gonna dent like a mofo, so do wat u want, or jsut leave it the way it is and go off road with it like me, and get a new car, assume u can
here is another method, CHEAP!!!!! AND GHETOEST u can fix a rust like that, ok wat u do is this:
grind all the rust off, then find a metal sheet, and cut out the shape of the round part of quarter panel and cut it so its 1inch overlap, then again screw it or use jb weld if that holds, then bondo open area and primer seal it and paint it :D
