Fuel Filter/pump may be causing the jerking..If you get that rectified and still can't pass try some stuff called "Guaranteed To Pass" you can buy it at autozone/checker, any parts store really, should do the trick.

but can it cause the car to run rich? its running high HC levels out the tail pipe..so whatever is causing the inconsistent speads is related to the high HC leves? and the cold start valve surges your rpms at idle..my idle is fine.

About .5 to 4.7 Volts. Maybe you have a vacuum leak causing the unsteady revs.

ya im starting to think that and i think i might know where it is..cuz i broke a check valve and had to replace it under the IM. it goes to a box that bolted to the back of the block..i might have torn that hose before when i was tryin to replace the check valve. thats the only thing i can think of right now..there are like 4 other people with this prob on honda tech.
