i am currently running a tokico illumina strut with h&r springs.

my question is, is there something i can buy to adjust my ride height or would i need to buy a whole new coilover/spring combo?

Maybe a diff spring will lower it more?? Try Ground Control or Skunk2 or Omni Power coilovers, they're a "sleeve" type coilover so they should fit right over your tokico's

You'll need new coilovers or springs if you want to change your ride height at all. I'm a firm supporter of Ground Controls.
