Yeah many people have been able to break into the 14's stock. You must be able to drive your car well though.

You won't run mid 14s with a stock Si unless the track is mis-callibrated or slightly sloping downhill. High 14s (14.8-9) is definitely possible with powershifting.

Of course there are all kinds of factors that can affect the outcome of your quarter mile time such as temperature, humidity, wind speed and wind direction.

a Stock 99 Civic Si Coupe, give or take a number of factors (ie. heat, humidity, wind speed/direction) SHOULD run about a 15.7

I agree with Rico. I ran a 14.6 at best with I/H/2.5" piping/Reflash. It would be crazy if a stock one ran 14.5...I'd definitely take a racing class.

I ran a 14.9 stock with stock all season tires and a 14.5 with the Xfactor intake...still on all seasons

Edit - Also people have gotten into the high 13s with i/h/e/reflash...

I plan on making mid/high 13s in the spring with minimal mods...I'll definitely post up when I run after my spring mods

whats power shifting...im a noob

When you are about to shift, put a little pressure on the shifter in the direction you are shifting. While keeping the gas pinned to the floor, quickly stab (press in and release) the clutch while moving the shifter to the next gear. The slight pressure you were applying to the shifter should make moving into the next gear happen as soon as you hit the clutch. This is really bad for you transmission, clutch, and everything else in the drivetrain. If you power-shift at all, it should only be when racing.
