How do I re-tension a d16y8 timing belt?

How do I re-tension a d16y8 timing belt?
Is there a way to re-tension a timing belt without taking the lower cover off on a d16y8? If not it's not big deal but jw if anybody knew a way to do it. I loosened the tensioner pulley through the hole in the lower cover to remove the head and this would make things very easy if I wouldn't have to remove the crank pulley and lower cover. thanks!

there is. it's not really hard to do, but it can be tedious to get it right.
like you said, remove the access plug to loosen the bolt. then using something to hook the tensioner arm on the pulley (bent coat hanger has worked for me) pull out the slack and snug the bolt. check the tension and repeat if necessary.
