The air-fuel ratio may still be a bit rich.

That's backwards. High CO in the exhaust is an indicator of incomplete combustion, which generally occurs when the air-fuel ratio is too rich.

my car is completely stock on stock.. stock engine with stock exhaust system.. yea ronjaht is right about that.. that high co is an incomplete combustion.. but i need ideas on how to lower co.. i already put new spark plugs in... which help it lower it down to 1.21 which i need a 1.20 to pass emissions for co... i already had the injectors cleaned out couple days before the re inspection.. i just need to hit 1.20 or lower to pass..lol..

Post the entire emissions report.

You replaced the plugs, but what about the wires, cap, and rotor? Have you checked the ignition timing with a timing gun?

Any CEL codes? Is the engine running cold? Do you have an exhaust leak?
