You're in California, right? I'm a smog tech so I can help you out. What you'll need to pass is the emission control setup from a 95 Del Sol. That means:
-ECU
-Exhaust legal for a Del Sol (either stock from that car or headers that are CARB legal for it) including O2 and cat
-Evap canister hooked up like the Del Sol
-Ignition and fuel systems from the Del Sol

Basically what you need to do is take the whole powertrain from the Del Sol (which is the only B16-equipped car you could use basically) and swap all of them over to your Civic. Since you have an A1 and not an A3 I'm guessing you got a JDM motor, so what you'll want to find is a wrecked Del Sol to strip parts off of.

When you take it into the referee basically you want the engine to look like a Del Sol with a Civic body on top. Make sense?

The ECU you need is a P30 btw. That's the 94-95 del Sol VTEC (EG2) ECU.

just to recheck, I need parts from a del sol that had the original b16a3 in it? Or can any del sol emission parts can be used?

A lot of the emission controls are the same regardless of the motor it had, I think the EVAP canister is for instance, but the ECU is definitely different. Definitely grab all the emission parts from a B16-equipped Del Sol to be safe.
