I mean when it is in park, it won't rev over 4500 rpm

If by park, you mean neutral...then thats normal and stop reving your car for no reason.

You sure it's not an automatic, because only automatic has parks lol.
My brothers 5AT does that. It's programmed in the ECU. Yet even my EM2 does that.

Thats normal for most newer vehicles. Some people consider that a factory 2-step and using when luanching. Its there so you don't over rev and blow your engine when sitting stationary.
