That bulletin describes the effects of acid rain and how to fix it.. I don't know the original complaint but I can tell you that acid rain will affect the clear coat and not cause paint to peel.. in fact I have never seen a factory paint job peel.. just the ones that come outta the local bodyshop...

gotta start somewhere, the fact that they even have a TSB about the paint indicates that there could be problems....I have seen factory paint peel before back in the mid to late 80's when all car manufacturers had to switch from very durable lead based paint to something more "friendly" to the environment......

The only new cars that I see with peeling paint are Neons. I've never seen a late model Honda have peeling paint.
