I would go with option #2 first and build the motor. ITB's compliment a well built motor since they will increase the throttle response and add slight power. You won't see big gains from ITb's alone.

You will not make 250whp on a 1.8L, even with race gas. Even if you manage to get close to that number, the amount of money invested to get there will be much more than taking the more practical approach of increasing displacement or K-swap.
I think you need to start from a top-level perspective and start attacking this the right way. Here is a flowchart I created for a friend who had a very hard time finding his way through the fog of chosing what components to use in his N/A build.

If you want to stay N/A, then raise the displacement - this will improve power and torque in all revs. With good head build you can get very interesting numbers.

I'd say 230 whp even on a 2ltr B series is starting to push limits of reliability for a DD. $.02
