Default Re-Finishing Wheels

Hello,

So I have a buddy who paints on the side and I would like to re-clear my E46 Wheels. They are aftermarket wheels and the clear coat is starting to peel.

How would I go about prepping the wheel? Also is there a certain kind of clear coat I would use for automotive wheels instead of regular automotive clear coat?

If you could list the steps/procedures, it'd be greatly appreciated.
